NEW REPORT FROM TIME WARNER CABLE’S RESEARCH PROGRAM ADDRESSES UNLICENSED SPECTRUM POLICY
Report Calls for Balanced Spectrum Policy Prioritizing Both More Licensed and Unlicensed Spectrum Capacity to Meet Consumer Demand

NEW YORK, October 7, 2013 -- Time Warner Cable (NYSE: TWC) today announced the publication of a new research report that discusses the need to better address the effects that the growth of WiFi consumer demand is having on existing unlicensed spectrum allocations. The new report is the latest publication from Time Warner Cable’s Research Program on Digital Communications, which engages scholars to increase understanding of the benefits and challenges facing digital technologies in the home, office, classroom and community.

The report, authored by Michael Calabrese of the New America Foundation, concludes that advancing a national goal of seamless and affordable mobile device connectivity will require an enormous increase in the availability of both licensed and unlicensed spectrum capacity.

Fernando Laguarda, director of the program and Vice President for External Affairs and Policy Counselor at Time Warner Cable, said, “Time Warner Cable is a leader in deploying indoor and outdoor WiFi networks in metropolitan and surrounding areas to better serve our customers and their communities. This report helps explain the role of unlicensed spectrum in broadband markets and makes a case for balanced spectrum policy to address the growing demand for mobile, data-intensive applications. Launched in February 2010, the TWC Research Program has made 26 awards to 33 leading researchers to encourage dialogue and debate on important topics in the digital communications arena.
