TIME WARNER CABLE ANNOUNCES DIGITAL RESEARCH PROGRAM STIPENDS
Fourth-Round Stipends Awarded
December 23, 2011 (New York) – Time Warner Cable (NYSE: TWC) today announced that it has awarded three stipends as part of its Research Program on Digital Communications (http://www.twcresearchprogram.com). Launched in 2010, the Research Program is designed to tap into the best minds in the academic and public policy communities and stimulate research into challenges facing the telecommunications industry. The Research Program awards stipends to generate reports and provide new information, insights and practical advice to policymakers and policy stakeholders. Each stipend is $20,000.
Today’s stipends represent the second round of awards made in 2011. Awards were also made during two rounds in 2010. In all, the Research Program has made 16 awards to 23 leading researchers.
Fernando Laguarda, director of the program and Vice President for External Affairs and Policy Counselor at Time Warner Cable, said, “This round of competition was very intense and the quality of applications continues to improve. We believe that the studies we are funding and the dialogue we are promoting are having a positive impact on the debate concerning major issues confronting the telecommunications industry and policymakers.”
The three studies selected for stipends were:
- Evaluating Minority Attitudes Toward Digital Privacy and Security, by Nicol Turner-Lee,
Joint Center for Political and Economic Studies
- Measuring the Benefits of Localism, by Scott Savage and Donald Waldman,
University of Colorado at Boulder
- Promoting Broadband Access for the Disabled, by Krishna Jayakar, Pennsylvania

WINTER 2011 RESEARCH AWARDS PROJECT DESCRIPTIONS
Title: Evaluating Minority Attitudes Toward Digital Privacy and Security
Researcher: Nicol Turner-Lee
Description: This project will increase understanding of how minorities define, understand and act upon information about privacy and security in the digital environment. The project will provide insights into policy recommendations for addressing the needs and expectations of minority communities with respect to why and how privacy and security matter. It also will examine how best to understand and address those needs.
Title: Measuring the Benefits of Localism
Researcher: Scott Savage and Donald Waldman
Description:This project will examine the effects of media market structure on consumer welfare, specifically with reference to local interest and diverse content in local media environments. The results will increase understanding of how market structure affects consumer welfare and provide insights into the evaluation of media ownership and television programming regulations intended to promote localism.
Title: Promoting Broadband Access for the Disabled
Researcher: Krishna Jayakar
Description: This project will increase understanding policies and approaches to improving access to broadband for individuals with disabilities. It will examine the state of broadband network access, the availability of accessibility products and services, efforts to improve adoption and ways to identify successful programs and policies that promote adoption.
