Fernando Laguarda is Vice President, External Affairs and Policy Counselor for Time Warner Cable.

In this role, Fernando helps Time Warner Cable develop and advance its policy positions, focusing on consumer protection, competition issues, intellectual property and telecommunications regulation. Fernando has primary responsibility for working with non-governmental policy stakeholders such as civil rights and human rights organizations, think tanks, foundations, academic institutions and public interest groups.

He also serves as Director of the Time Warner Cable Research Program on Digital Communications, which seeks to expand scholarship in fields of interest to the cable and telecommunications industries.

Prior to joining Time Warner Cable, Fernando was a partner at Harris, Wiltshire & Grannis and before that at Mintz Levin. In private practice, he represented a wide range of communications, entertainment industry, health care and technology clients in proceedings before trial and appellate courts and regulatory agencies.

Fernando received his A.B. with honors from Harvard College and his J.D. with honors from Georgetown University Law Center, where he was Notes and Comments Editor of the Georgetown Law Journal.

Fernando is an appointed member of the Federal Communications Commission’s Consumer Advisory Committee. He serves as Vice Chair of the Program Committee for the Technology Policy Research Conference, as Vice President for Policy of the League of United Latin American Citizens (LULAC) Corporate Alliance, and as a Board member of the Family Online Safety Institute (FOSI), the Friends of the National Museum of the American Latino and the Harvard Alumni Association. Previously, Fernando served as General Counsel and Board Chair of the National Network to End Domestic Violence.

He resides in Washington, DC, with his wife and four children.
